Project Manager, Belt Construction
Mr. Leathers is a licensed Professional Engineer and Project Manager for Belt Construction, a heavy civil and large-diameter utility contractor specializing in water and wastewater pipeline installation across Arkansas, Oklahoma, Louisiana, and North Texas. He joined the firm in October 2025 and is responsible for buyout and vendor coordination, as well as maintaining and updating project schedules and budgets.
Before joining Belt Construction, Mr. Leathers served as a Project Manager in RJN Group’s Dallas office. Headquartered in Illinois, RJN is a professional engineering and specialty field services firm focused on providing cost-effective and innovative municipal infrastructure engineering solutions. Driven by client goals, RJN delivers economical and sustainable results that improve the integrity, service life, and performance of sewer, water, and stormwater collection, conveyance, and distribution systems.
Mr. Leathers began his career with Freese and Nichols, a privately owned engineering, planning, and consulting firm serving clients throughout the Southwest and Southeast United States, where he also served as a Project Manager. His experience includes leading infrastructure design and rehabilitation projects involving water and wastewater transmission and utility pipelines, pump stations, elevated storage tanks, and roadway design for Texas municipalities and water districts.
He has received multiple certifications related to his field from the American Society of Civil Engineers (ASCE) and has co-authored a technical publication in the ASCE Pipelines journal.
